The National Law Development Agency (BPHN), which had the initial idea to establish the National Legal Documentation and Information Network (JDIHN), coordinated with institutions at both the central and regional levels. As a result of this coordination, the National Law Seminar III was held in 1974, which formulated and identified the factors causing the weak support for documentation in national law development. From the seminar, it was agreed that one of the most effective ways to address this issue was to establish cooperation among legal document management units in a legal documentation and information network.

From 1975 to 1999, BPHN, as the implementing agency for national law development, organized a series of workshops and prepared the necessary infrastructure for the network to become operational. From the Workshop in 1978, it was agreed to designate BPHN as the Network Center and entrusted it with the responsibilities of conducting training for human resource development, providing consultation services, conducting research and developing the network system. In 1988, guidelines for the management of legal documents were issued.

During the New Order era, the recommendation to establish JDIHN did not receive much attention, although JDIH activities were mentioned in the 1993 GBHN (State Guidelines) in the field of legal development as infrastructure support for law development.

During the Reform Era of the government, the aforementioned recommendation was directly implemented by issuing Presidential Decree No. 91 of 1999 regarding the National Legal Documentation and Information Network. In this Presidential Decree, the position of the National Legal Development Agency of the Ministry of Justice was established as the Central Network, while one of the members of the network was the Legal Bureau of the Ministry.

In 2012, Presidential Decree No. 91 of 1999 was revitalized and replaced with Presidential Regulation No. 33 of 2012 concerning the National Legal Documentation and Information Network. In this Presidential Regulation, the position of the National Legal Development Agency (BPHN) as the Central Network and the Legal Bureau of the Ministry as a member of the network and also acting as the Central Legal Documentation and Information Center in its environment was reaffirmed. In line with this, the Ministry of Culture and Tourism improved Ministerial Regulation No. PM.83/HK.201/MKP/2011, which was still based on Presidential Decree No. 91 of 1999, by enacting Ministerial Regulation No. 5 of 2018 concerning the National Legal Documentation and Information Network of the Ministry of Tourism (Kemenpar).

The organization of the National Legal Documentation and Information Center (JDIH) under the Ministry of Tourism (Kemenpar) is based on Ministerial Regulation No. 5 of 2018. It consists of the General and Legal Bureau as the Central JDIH of Kemenpar. The members of the JDIH Kemenpar include the Legal Sections in the First Level Units, the Administrative Sections of the Bureau and the Center within the Secretariat of the Ministry, the Directorate of Regulations, and the Administrative Section of the Main Inspectorate.

Furthermore, based on Presidential Regulation No. 96 of 2019 regarding the Ministry of Tourism and Creative Economy (Kemenparekraf) and Presidential Regulation No. 97 of 2019 regarding the Tourism and Creative Economy Agency (Baparekraf), followed by Ministerial Regulation/Kabaparekraf No. 1 of 2020 regarding the Organization and Work Procedures of Kemenparekraf/Baparekraf, there was a change in the nomenclature of the Ministry. The Ministry of Tourism was changed to the Ministry of Tourism and Creative Economy/Bureau of Tourism and Creative Economy (Kemenparekraf/Baparekraf) through Ministerial Regulation/Kabaparekraf No. 1 of 2021.

Based on Ministerial Regulation/Kabaparekraf No. 1 of 2021, the nomenclature of the bureau handling legal affairs also underwent a change. The bureau, which was initially called the General and Legal Bureau, is now known as the General, Legal, and Procurement Bureau.

The General, Legal, and Procurement Bureau, in its capacity as a member of JDIHN and also as the Center for Legal Information and Documentation (JDIH) of Kemenparekraf/Baparekraf, is responsible for providing consultation and coordination with the JDIHN Center and other JDIHN members. Within its own organizational environment, the bureau has tasks and functions related to the development, monitoring, evaluation, and serves as a reference center for the implementation of JDIH.

The use of information and communication technology is intended not only to improve services to the public but also to enhance the management of legal documentation and information, ensuring that they are well-organized and accessible within a national network. Implementation is carried out in an integrated and coordinated manner to generate comprehensive, accurate, easily accessible, and prompt legal documentation and information. This is aimed at meeting the demands of the public for legal information and reflects a commitment to realizing good, clean, and accountable governance.
